What does Self-Monitoring watch, and what new granularity did 7.2 add?

It monitors SolMan's own ability to collect data and monitor systems — diagnostics-agent availability, event-calculation-engine background-job performance, and push/pull extractor status — i.e. the health of the whole MAI.

From 7.2 you can do it per managed system (customizable templates, can activate for production only); technical requirements are the same as system monitoring.
