Why must SolMan 'know about' even cloud tenants and peripheral components it doesn't technically manage?

SolMan supports all SAP systems — including the BusinessObjects family, and from 7.2 cloud products.

Even a SAP Cloud Platform tenant it doesn't technically manage must be known to it, and the same goes for peripheral NetWeaver components like Web Dispatcher, TREX, and SAProuter.
