Why must SAP GUI scripting be TRUE before recording a CBTA script for a SAP GUI app?

Because CBTA's process analysis and test execution drive the GUI via scripting — without it enabled, recording can't capture the steps.

It must be enabled on the system under test and the desktop. Check the profile parameter sapgui/user_scripting on the system under test with RZ11 — its value must be TRUE.
