The project manager can attach a requirement/RfC transaction to a project task element.

It's bidirectional — resources/description/notes/dates/effort/duration flow back to the original transaction. Time architects/developers spend on IT requirement/RfC/change documents is recorded and sent to the PPM task by a background job.
