Why is Time Recording important in PPM, and how does it sync to projects?

It's key for cost control and later cost allocation/billing — you record time on RfC/IT requirement/change documents → transferred to the attached project task.

Two options: restrict to staffed resources only, or all users unrestricted. Sync to the project is asynchronous, via report DPR_CATS_CPR_TRANSF (collects time entries of all business transactions linked to project tasks).
