Why must the SolMan system be set to Modifiable to generate automated test cases?

Because test cases/configurations are repository objects — so the system must be Modifiable (Transport Organizer Tools → Set System Change Option → Global Setting).

With eCATT you must also allow repository + cross-client customizing changes in the global setting. Setting modifiability needs S_CTS_ADMI.
