What is the IT requirement's Checklist block, and how do you disable it if unneeded?
It maintains a checklist where each step must show Completed.
If your scenario doesn't need it, remove the CHECKLITS_DONE consistency check assigned to the Submitted for Approval status in customizing — that disables the checklist warning.
