Who should perform retrofits, and where do retrofitted objects land?

Name a technical retrofit-process owner (strong in TMS + ABAP dev + semiautomatic tools). Developers do it inside the ChaRM workflow — especially manual conflicts (they know the scenario best); auto/semiauto can go to a core team.

Retrofitted objects go into a new transport request + a new independent CTS project — isolating retrofit changes in a dedicated retrofit CTS project for independent import.
