What conditions must hold to reassign a QGM change to another scenario?

• The change must be Open.
• The associated transport's development system must match in the target scenario.
• Source and target scenarios must have matching cCTS state (both active or both inactive).
• If the change has released transports, both scenarios must have cCTS enabled.

Also: do due diligence to avoid source/target dependency problems.
