Why can't you import a single transport in QGM, and what level must you import at instead?

Because importing one transport alone risks sequencing and downgrade problems.

You can only import at the change level (the lowest level). The relevant Q-Gate must pass first for the import action to be visible/executable; transports built outside QGM or decoupled from a CTS project can be assigned in this window.
