For QAS to receive changes from DEV in QGM, what must happen at the Q-Gate, and how does that differ from a milestone?

The quality manager and/or advisory board must pass (lower) the Q-Gate — segregation of duties usually requires both to approve (can be disabled).

A Q-Gate technically decides whether/when a bundle of transports imports downstream. A milestone is different: it doesn't control change flow — it's just a measurable end step.
