What happens when you turn on the CTS status switch in ChaRM?

ChaRM takes full control of transport logistics — transports can't be released directly in the managed development system or imported directly from STMS to QAS/preprod/production; only ChaRM controls transport flow (this can be relaxed by changing the status only in rare, exceptional cases).
