What is the Continual cycle (SMAI) for, and which change type can't use it?

The most flexible cycle — for dev/config needing no phase control/packaging/release management. Imports are processed one by one, triggered when ready (no preset import windows, no phases). Statuses: Created/Active/Withdrawn/Completed.

Normal change can't be assigned to it (urgent / general / administrative can).
