What is a Preliminary Import, and what's the typical use case?

A way to import one normal change to production ahead of the planned deployment date, independent of the other packaged changes. It has no own transaction type (an extension of normal change SMMJ).

Typical use: a normal change suddenly becomes urgent. It works even if the whole task list is locked; its transport stays in the import buffer until the cycle's mass import clears it.
