What is the ChaRM Web Client UI built on, and what do end users do there?

Reachable via SM_CRM, built on SAP CRM 7.0 EHP3 (only lightly refreshed this version).

End users create requests for change / change documents, search, favorite, and use a worklist/calendar. SolMan embeds the SAP CRM infrastructure for transaction processing/messaging/this UI; it's Pink Elephant certified, ITIL-conformant.
