How does the production buffer work for an urgent change?

After importing to QAS + production, the transport stays in the production buffer (to prevent the normal cycle's transports from overwriting it).

When the cycle goes live, these urgent changes are re-imported and then cleared from the import buffer. Completing an urgent change locks it and its task list — related new changes need a new RfC + urgent change.
