What's the normal-change flow from 'In Development' to passing it to test?
Developer sets In Development → builds the transport → uses Own Requests to save work into the ChaRM-created transport (not a new one) → releases the task in SE09/SE10 (ChaRM blocks releasing the parent transport) → Pass Normal Change to Test → a ToC is built/released/imported to QAS.
In 7.2 you can swap the E004 'To Be Tested' COPY_ALL action for COPY_ALL_ENH in IMG so the ToC auto-imports to the test system.
