What is Business Process Improvement, and why is the 'improvement' phase the hardest?

A problem-oriented tool (from the 2008 Business Process Analytics health check) that finds weaknesses in existing SAP Business Suite processes and gives fast root-cause analysis — without changing the process design.

Four phases (implementation/stabilization/improvement/optimization). Improvement is the hard one because it's application-specific and often has hundreds of thousands of backlogged documents. Technical implementation is fast (~days, 750+ key figures); its data is reusable by BPMon alerts.
