What conditions block reassigning a normal change to another cycle?

• A normal change with approved preliminary import can't be reassigned.
• Reassigning a change with released transports requires cCTS.
• Before reassigning, all of the original transport's ToCs must already be imported to QAS.
• By default only 'in development' status is reassignable.
