How does Solution Manager let you track transports centrally, and what risks does it flag?

All tracking is central in SolMan — no logging into each dev system — at cycle/task-list level (admin cockpit's Transport Requests tab) or change-document level (Landscape block: where the ToC and original transport are).

It flags transport risk — e.g. a ToC reached QAS but the original transport hasn't (inconsistency risk; turns green after the original imports), plus transport errors, unreleased transports, and sync errors.
